A discussion on Monte De Rosas’ Fiesta funding was put on the agenda by council member Jose Abeyta. Several months ago, council approved $1,500 in funding for the festival to be spent on regional advertising.
“There are a lot of other things that have to be paid for,” Abeyta said. “I just hope we are not going to advertise an event that we don’t have the money to put on.”

After discussion, the board voted, with only council member Gail Marvel voting against, to drop the requirement that the funds be strictly used for advertising.
Following the funding discussion, City Manager Mary Watt updated council on its budget, which was not a sunshine report. The discussion ended with a motion to reduce “council initiatives” by $20,000. There was currently $28,000 in the fund. The council initiative fund is used for unforeseen funding requests throughout the year.
“We are taking big cuts in our operation budget and are asking council to do that as well,” Watt said.
Council approved the second reading of the revised sign code during the meeting. A pamphlet on temporary sign and special event permits is available through the city. The changes still have to come before council for final approval.
In the city council consent agenda, several items dealt with future work to move North and South First streets’ traffic signals to North and South Second streets. The items included fees for the additional traffic analysis and bulb-out design work.
The city council approved an Energy and Mineral Impact Assistance Grant application for about $1.4 million to assist in moving the signals. The grant would help fund streetscaping and beautification elements at the proposed closed connection of South First Street and Townsend Avenue. It would help fund a possible roundabout at the intersection of South First Street and Cascade Avenue and bulb outs at three different intersections in that area. The project also includes providing a right-out only at the intersection of North First Street and Townsend Avenue.
David Spear, the city’s public information officer, said these are proposed changes and were the most favorable during open house meetings held on the project by the city. These changes happening depend on the fund made available.
