MONTROSE  — Due to tighter state funds and the current economic condition, Montrose County School District Re-1J is budgeting for zero student growth.

Tuesday, the school district board approved the 2009-10 budget. Though enrollment grew by about 125 students last year, the district hasn’t budgeted for more students in the approaching year.

“This is the school district continuing conservative fiscal policies and practices,” district spokesperson Linda Gann said.

Last year’s budget was about $60 million. However, in January the state retracted about $272,000 from the district — the first time in its history — because the state wasn’t meeting expected revenue.

New this budget year, the state is requiring the district to put aside $872,837 in a Fiscal Emergency Reserve. The state will determine the release of those funds on Jan. 10, 2010. If action is not taken by the General Assembly by Jan. 29, 2010, the money will be released for expenditures, according to the Colorado Department of Education.

" So this is a roundabout way of saying class size will increase, teacher work loads will increase, and student contact time will decrease--NOT a good decision! "
