City anticipates IGA from CDOT on swap

MONTROSE — The city of Montrose reports that the San Juan bypass "swap" is progressing and it should receive a draft of an intergovernmental agreement (IGA) from the Colorado Department of Transportation in the near future.

"It's still moving forward," said Assistant City Planner Scott Shine.

In August, the city received much-desired approval from the Colorado Transportation Commission to move forward with the Main Street/San Juan bypass swap between the city and CDOT. The swap will designate the bypass as the new Highway 50, and transfer ownership of Main Street between the bypass and Townsend Avenue to the city.

Since the commission's approval, the city and CDOT have been working on an IGA outlining the terms of the swap, including signage and traffic signal maintenance. The city will not know all the details of the IGA until it is received, which is expected in the next several days, Shine said.

To get to this point, the city has had to provide historical deed documents regarding right of ways along the bypass, proving the city is in ownership. Several properties along the bypass are owned by the city and right of ways were not defined. Legal documents had to be created defining the areas that would be included in the swap.

Recent construction at the intersection of Main Street and San Juan was not part of the swap agreement, but regular city works department construction, Shine said.
