The article states: “If the pieces fall into place, Montrose Community Stadium Inc. could be halfway to funding artificial turf for the local high school football field. A grant from Great Outdoors Colorado (GOCO) could make it happen. But the stadium group’s fiscal agent, Montrose Community Foundation, must rely on the local recreation district to apply for that grant, which is available only to cities, counties, park and recreation districts and environmental education facilities.
“So Thursday, the foundation asked the Montrose Recreation District for its cooperation. The district has agreed.
“If the project gets the GOCO grant, which could be as much as $200,000 - The City of Montrose has agreed to help the recreation district prepare the grant.”
Is the GOCO grant paid by Colorado taxpayers or from a federal grant?

revenues. It receives half of those revenues, as dictated by state voters in a 1992 amendment to the Colorado Constitution.
